Steve Ngo represents cities, school districts, and other public sector clients in state and federal court. He brings to Redwood Public Law clients a lifelong commitment to the public interest and 20 years of litigation experience, with a record of resolving a broad range of complex legal and policy disputes.
Steve regularly handles claims for injunctive or declaratory relief, as well as traditional and administrative writs of mandamus and money damages, all spanning a variety of subject matters — breach of contract, civil rights, common law torts, employee discipline, employment discrimination, eminent domain, financial audit appeals, Public Records Act, Proposition 218, and sustainable groundwater management. His practice also extends to grievance arbitrations, and administrative hearings before local or state boards, such as the Public Employment Relations Board.
In addition to Steve’s advocacy in the courtroom, he regularly advises clients on governance, fiscal, and operational matters. He previously served as Interim City Attorney for the City of Santa Clara and Interim Counsel for the Santa Clara Stadium Authority (Levi’s Stadium), providing legal guidance to the City Council, City Manager, and department heads on a range of issues. Steve has also designed and delivered trainings to leadership teams on preventing sexual harassment in the workplace, the Brown Act, and the Public Records Act.
Consistent with the values of the firm, Steve brings to his practice a commitment to community and public service. He founded the Pham Fund at the Asian Women’s Shelter, a fund that supports the educational goals of domestic violence survivors and their children. From 2009 to 2017, Steve served on the Board of Trustees of the San Francisco Community College District. Governor Gavin Newsom appointed Steve to serve on the California Student Aid Commission from 2020 to 2022.
Steve lives in San Francisco with his wife and two daughters. He enjoys cooking for them all days of the week, except football Sunday. Steve also remains active in the Asian American Bar Association of the Greater Bay Area.
