Schuyler Schwartz aids public entities with day-to-day municipal law, land use, and environmental questions. Schuyler’s broad experience working with both state and local agencies on environmental compliance helps her to identify risks for clients and to find creative solutions.She currently serves as Assistant City Attorney for the City of South San Francisco and El Cerrito, as well as supporting counsel for the City of Walnut Creek, and Town of Los Altos Hills, among other public agencies throughout California.

Schuyler works closely with City staff of Redwood’s public entity clients to pursue and complete projects during all stages, from contract negotiation to environmental review and legislative body acceptance. Schuyler brings extensive experience in assisting clients with contract drafting, procurement policy-making, sole source purchases, and navigating state and federal funding requirements for capital projects receiving such grants and assistance. Additionally, Schuyler has helped public entities on project specific environmental review (EIR and EIS documents), permit renewal for ongoing compliance, public works front-end specs, and bid specifications/solicitation documents to ensure robust and effective competitive bidding processes. Schuyler’s practice also focuses on advising clients on conflicts of interest under the Political Reform Act and Government Code 1090, which are essential aspects of public works procurement for public agency staff and consultants in order for projects to proceed smoothly.

Prior to joining Redwood Public Law, Schuyler worked as an attorney for the California State Water Resources Control Board where she advised the Department of Financial Assistance (“DFA”) on funding for drinking water and clean water projects. At the State Water Board, she worked closely with DFA to execute loan, grant, and Installment Sale Agreements with cities, counties, JPAs, schools, special districts, and Native American tribes. Her experience in working on state and federally funded projects serves as a basis to help clients navigate working with state agencies and US EPA. Schuyler currently serves as Assistant City Attorney for the City of South San Francisco, Larkspur, Walnut Creek, and El Cerrito, as well as supporting counsel for Stege Sanitary District, Sebastopol, and the Town of Los Altos Hills, among other public agencies throughout California. Schuyler serves as an update author to the CEB land use and water law practice guide.
