Lindsay D’Andrea serves as General Counsel for the Ventura County Transportation Commission and the Tri-Valley Transportation Council and Assistant General Counsel for the Santa Cruz Regional Transportation Commission. She also serves as special counsel to the Alameda County Transportation Commission and San Francisco County Transportation Authority. In addition, Lindsay serves as Assistant City Attorney for the cities of Walnut Creek and South San Francisco.

Lindsay has special expertise and interest in transportation agency work and issues, as well as the intersection between transportation and land use. She has substantial experience representing public agencies on transit-oriented development projects, large-scale office, R&D and academic campuses, and entertainment district development projects across the state. For these types of projects, Lindsay advises on land use entitlements, and negotiates and drafts development agreements, public service reimbursement agreements, facility operations agreements, and purchase and sale agreements.

Lindsay has significant experience procuring, negotiating, drafting, interpreting, and enforcing electronic toll system integration contracts and assisting agencies with legal issues pertaining to express lane and toll system operations. Further, in her work as a general counsel and assistant general counsel, she advises clients on legal issues associated with ownership, operation, and development on and adjacent to railroad right-of-way.

Lindsay has substantial experience and expertise in legal issues impacting the general operation of local governments, including public contracting and procurement; transportation and agency funding issues and associated agreements; land acquisition, disposition, and entitlement; the California Public Records Act; the Mitigation Fee Act, the Brown Act, and the California Environmental Quality Act.
